Her Majesty, in exercise of the powers conferred on Her by section 1(1) of the Consular Fees Act 1980(1) is pleased, by and with the advice of Her Privy Council, to order, and it is ordered, as follows:
1. This Order may be cited as the Consular Fees (Amendment) Order 2007 and shall come into force on 4th October 2007.
2. Schedule 1 to the Consular Fees Order 2007(2) shall be amended as follows—
(a)In Part 1, fee 6 (b) shall be replaced with the following—
“(b) by photographic process, if the copy is made in the consular premises, for each page (with a minimum charge of £25) | 5” |
(b)In Part II, fee 12 shall be replaced with the following—
“12. For applications made in the United Kingdom, issuing a passport of not more than 32 pages which includes replacing an expired passport, issuing a new passport of full validity when an original passport of restricted validity is unavailable, and issuing a new passport with amended personal details— | |||
(a) | for applications made by post | ||
(i) | where the applicant is aged 16 years or over | 72 | |
(ii) | where the applicant is under 16 years old (for a passport valid for 5 years) | 46 | |
(b) | for applications made in person | ||
(i) | where the applicant is aged 16 years or over using the fast-track service | 97 | |
(ii) | where the applicant is under 16 years old (for a passport valid for 5 years) using the fast-track service | 81 | |

This Order amends Schedule 1 to the Consular Fees Order 2007.
This Order increases the minimum charge for making or verifying (including certifying where necessary) a copy of a document from £17.50 to £25.
This Order increases the fee for (i) issuing passports of not more than 32 pages in the United Kingdom to adults from £66 to £72 (postal) and from £91 to £97 (in person, fast-track service); (ii) issuing passports of not more than 32 pages in the United Kingdom to children from £45 to £46 (postal) and from £80 to £81 (in person, fast-track service); and (iii) issuing 48 page passports in the United Kingdom to adults from £77 to £85 (postal) and £97 to £105 (in person, fast-track service). The fees for fast-track collect and premium passport services have also increased.
These increases are made to cover the increased costs of providing consular assistance overseas to British passport holders.
This Order also introduces a fee of £72 for making searches in the naturalisation or registration records kept by a consular officer.
This Order also clarifies that the fees in fee 30 are in addition, not only to fee 29, but also now to fee 1(a), if applicable.
