Trosglwyddwyd swyddogaeth yr Ysgrifennydd Gwladol i wneud rheoliadau o dan adran 7(2) i Gynulliad Cenedlaethol Cymru gan Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 (O.S. 1999/672) i’r graddau yr oedd yn arferadwy yn unig mewn perthynas â gorchmynion o’r fath sydd i’w gwneud neu i’w cadarnhau gan y Cynulliad. Trosglwyddwyd y swyddogaeth hon wedi hynny i Weinidogion Cymru gan baragraff 30 o Atodlen 11 i Ddeddf Llywodraeth Cymru 2006 (p. 32).
