The Welsh Ministers, in exercise of the powers conferred upon them by section 17(2) of the Road Traffic Regulation Act 1984(1), and after consultation with such representative bodies as were thought fit in accordance with section 134(2) of that Act (2), make the following Regulations.

Title, commencement and interpretation

1.  These Regulations come into force on 15 February 2010 and their title is The M4 Motorway (Junction 24, Coldra Interchange, Newport) (40 MPH Speed Limit) Regulations 2010.

2.  In these Regulations—

“the M4 Motorway” means the M4 London to South Wales Motorway.

Imposition of speed limit

3.  No person shall drive any vehicle at a speed exceeding 40 miles per hour in the lengths of road at Junction 24 of the M4 Motorway, Coldra Interchange in the City of Newport described in the Schedule to this Order.

SCHEDULELengths of slip roads of the M4 Motorway at Junction 24, Coldra Interchange in the City of Newport

  • EASTBOUND OFF SLIP ROAD

    That length of the eastbound off slip road which extends from a point 123 metres west of its junction with the circulatory carriageway of the Coldra Interchange to a point where it merges with the circulatory carriageway of the Coldra Interchange.

  • EASTBOUND ON SLIP ROAD

    That length of the eastbound on slip road which extends from a point at its junction with the circulatory carriageway of the Coldra Interchange to a point 25 metres east of its junction with the circulatory carriageway of the Coldra Interchange.

  • WESTBOUND OFF SLIP ROAD

    That length of the westbound off slip road which extends from a point 114 metres west of the point where it diverges from the main carriageway of the M4 Motorway to a point at its junction with the circulatory carriageway of the Coldra Interchange.

  • WESTBOUND OFF SLIP ROAD (SEGREGATED LANE)

    That length of the westbound off slip segregated road which extends from a point 114 metres west of the point where it diverges from the main carriageway of the M4 Motorway to a point where it merges with the carriageway of the A48 Southern Distributor Road.

  • WESTBOUND ON SLIP ROAD

    That length of the westbound on slip road which extends from a point at its junction with the circulatory carriageway of the Coldra Interchange to a point 6 metres west of its junction with the circulatory carriageway of the Coldra Interchange.

Explanatory Note

(This note is not part of the Regulations)

These Regulations impose a maximum speed limit of 40 miles per hour (instead of the general 70 miles per hour speed limit imposed on motorways by the Motorways Traffic (Speed Limit) Regulations 1974 (S.I.1974/502)) on the lengths of the M4 motorway specified in these Regulations.

1984 c. 27. By virtue of S.I. 1999/672, article 2 and Schedule 1, and paragraph 30 of Schedule 11 of the Government of Wales Act 2006, these powers are now exercisable by the Welsh Ministers in relation to Wales.
