1.—(1) The title of this Order is the National Assembly for Wales Referendum (Assembly Act Provisions) (Counting Officers' Charges) Order 2010.
(2) This Order comes into force on the day after the day on which it is made.
(3) This Order applies in relation to Wales.
2. The overall maximum recoverable amount for each voting area(1) is the amount listed in column 4 of the Table in the Schedule.
3. The total of the charges recoverable by a counting officer(2) in respect of the services of the description specified in article 4 must not exceed the amount listed for each voting area in column 2 of the Table in the Schedule.
4. The specified services are—
(a)making arrangements for the referendum(3);
(b)discharging the counting officer’s duties in respect of the referendum; and
(c)conducting the referendum .
5. The total of the charges recoverable by a counting officer in respect of the expenses of the description specified in article 6 must not exceed the amount listed for each voting area in column 3 of the Table in the Schedule.
6. The specified expenses are—
(a)the appointment and payment of persons to assist the counting officer (including persons referred to in section 128(4) of the Political Parties, Elections and Referendums Act 2000)(4);
(b)travel and subsistence for the counting officer and any person referred to in paragraph (a);
(c)printing or production of ballot papers;
(d)printing and delivery of postal voting documents (including the postal ballot paper, postal voting statement, ballot paper envelope and covering envelope)(5);
(e)printing and delivery of poll cards;
(f)printing and publishing notices and documents for or in connection with the referendum;
(g)renting, heating, lighting, cleaning, adapting or restoring (including making good any damage done to) any building or room;
(h)providing and transporting equipment necessary for the conduct of the referendum;
(i)providing information and communications technology equipment and software and associated costs;
(j)providing security and storage of ballot boxes, ballot papers and other documents for or in connection with the referendum;
(k)conducting the verification and the count (including any re-count) ;
(l)providing and receiving training;
(m)stationery, postage and delivery, telephone, printing, translation, banking and miscellaneous costs; and
(n)the supply of copies of (or of parts of) the register for use in the conduct of the referendum.
