The Secretary of State makes these Regulations in exercise of the powers conferred by Articles 10(1) and 11a(3) of Council Regulation (EC) No 2173/2005 on the establishment of a FLEGT licensing scheme for imports of timber into the European Community(1).
1. These Regulations may be cited as the FLEGT Licensing Scheme (Council Regulation (EC) No 2173/2005) (Amendment) Regulations 2021 and come into force on the day after the day on which they are laid.
2. These Regulations extend to Great Britain only.
3.—(1) Council Regulation (EC) No 2173/2005 on the establishment of a FLEGT licensing scheme for imports of timber into the European Community(2) is amended as follows.
(2) In Article 1(3), after “partner countries”, insert “listed in Annex 1”.
(3) In Article 2—
(a)in paragraph 2, after “Agreement” insert “, as listed in Annex 1”;
(b)in paragraph 4, after “scheme” insert “, as listed in Annex 1”.
(4) Before Annex 2 insert—

These Regulations insert an Annex 1 into Council Regulation (EC) No 2173/2005 on the establishment of a FLEGT licensing scheme for imports of timber into the European Community.
The new Annex lists the Republic of Indonesia as a partner country and lists Indonesia’s designated licensing authority.
An impact assessment has not been produced for this instrument as no, or no significant, impact on the private or voluntary sector is foreseen.
