Coming into force in accordance with article 1(2)
Whereas the Boundary Committee for England(1), acting pursuant to section 15(4) of the Local Government Act 1992(2), has submitted to the Electoral Commission(3) recommendations dated October 2002 on its review of the borough(4) of Redcar and Cleveland:
And whereas the Electoral Commission have decided to give effect, with modifications, to those recommendations:
And whereas a period of not less than six weeks has expired since the receipt of those recommendations:
1.—(1) This Order may be cited as the Borough of Redcar and Cleveland (Electoral Changes) Order 2003.
(2) This Order shall come into force—
(a)for the purpose of proceedings preliminary or relating to any election to be held on 1st May 2003, on the day after that on which it is made;
(b)for all other purposes, on 1st May 2003.
2. In this Order—
“borough” means the borough of Redcar and Cleveland;
“existing”, in relation to a ward, means the ward as it exists on the date this Order is made;
any reference to the map is a reference to the map marked “Map referred to in the Borough of Redcar and Cleveland (Electoral Changes) Order 2003”, of which prints are available for inspection at—
(a)the principal office of the Electoral Commission; and
(b)the offices of Redcar and Cleveland Borough Council; and
any reference to a numbered sheet is a reference to the sheet of the map which bears that number.
3.—(1) The existing wards of the borough(7) shall be abolished.
(2) The borough shall be divided into twenty-two wards which shall bear the names set out in column (1) of Schedule 1.
(3) The wards shall comprise the areas described in column (2) of that Schedule by reference to parish wards or, where an area is not so described, the area designated on the map by reference to the name of the ward and demarcated by red lines; and the number of councillors to be elected for each ward shall be the number specified in respect of the ward in column (3) of that Schedule.
(4) Where a boundary is shown on the map as running along a road, railway line, footway, watercourse or similar geographical feature, it shall be treated as running along the centre line of the feature.
4.—(1) The existing wards of the parish of Guisborough shall be abolished.
(2) The parish shall be divided into three parish wards which shall bear the names set out in column (1) of Schedule 2; each parish ward shall comprise the area of the borough ward specified in respect of the parish ward in column (2) of that Schedule, and the number of councillors to be elected for each parish ward shall be the number specified in respect of the parish ward in column (3) of that Schedule.
5.—(1) The existing wards of the parish of Lockwood shall be abolished.
(2) The parish shall be divided into four parish wards which shall bear the names Boosbeck, Charltons and Margrove Park, Lingdale and Stanghow, and Moorsholm; and the wards shall comprise the areas designated on sheet 8 by reference to the name of the ward and demarcated by orange lines.
(3) The number of councillors to be elected for the Lingdale and Stanghow parish ward shall be five, for the Boosbeck parish ward shall be three and for each of the Charltons and Margrove Park and the Moorsholm parish wards shall be two.
6.—(1) The existing wards of the parish of Saltburn, Marske and New Marske shall be abolished.
(2) The parish shall be divided into three parish wards which shall bear the names set out in column (1) of Schedule 3; each parish ward shall comprise the area of the borough ward specified in respect of the parish ward in column (2) of that Schedule, and the number of councillors to be elected for each parish ward shall be six.
7.—(1) The existing wards of the parish of Skelton and Brotton shall be abolished.
(2) The parish shall be divided into six parish wards which shall bear the names Brotton East, Brotton West, New Skelton and Hollybush, North Skelton and Layland, Old Skelton and Skelton Green; and the wards shall comprise the areas designated on sheet 7 by reference to the name of the ward and demarcated by orange lines.
(3) The number of councillors to be elected for the Brotton West parish ward shall be four, for each of the Brotton East, New Skelton and Hollybush and Old Skelton parish wards shall be three and for each of the North Skelton and Layland and Skelton Green parish wards shall be two.
8. Redcar and Cleveland Borough Council shall make a print of the map marked “Map referred to in the Borough of Redcar and Cleveland (Electoral Changes) Order 2003” available for inspection at its offices by any member of the public at any reasonable time.
9. The Electoral Registration Officer(8) for the borough shall make such rearrangement of, or adaptation of, the register of local government electors as may be necessary for the purposes of, and in consequence of, this Order.
10. The Borough of Langbaurgh (Electoral Arrangements) Order 1991(9) is revoked.

This Order gives effect, with modifications, to recommendations by the Boundary Committee for England, a committee of the Electoral Commission, for electoral changes in the borough of Redcar and Cleveland.
The modifications concern the name of Westworth borough ward and the boundary between the Lockwood and Westworth borough wards, which is also the boundary between the Charltons and Margrove Park parish ward and the Lingdale and Stanghow parish ward, in the parish of Lockwood.
The changes have effect in relation to local government elections to be held on and after 1st May 2003.
Article 3 abolishes the existing wards of the borough and provides for the creation of 22 new wards. That article and Schedule 1 also make provision for the names and areas of, and numbers of councillors for, the new wards.
Articles 4 to 7 make electoral changes in the parishes of Guisborough, Lockwood, Saltburn, Marske and New Marske, and Skelton and Brotton.
Article 9 obliges the Electoral Registration Officer to make any necessary amendments to the electoral register to reflect the new electoral arrangements.
Article 10 revokes the Borough of Langbaurgh (Electoral Arrangements) Order 1991 (S.I. 1991/720).
The areas of the new borough and parish wards are demarcated on the map described in article 2. Prints of the map may be inspected at all reasonable times at the offices of Redcar and Cleveland Borough Council and at the principal office of the Electoral Commission at Trevelyan House, Great Peter Street, London SW1P 2HW.
The Boundary Committee for England is a committee of the Electoral Commission, established by the Electoral Commission in accordance with section 14 of the Political Parties, Elections and Referendums Act 2000 (c. 41). The Local Government Commission for England (Transfer of Functions) Order 2001 (S.I. 2001/3962) transferred to the Electoral Commission the functions of the Local Government Commission for England.

The Electoral Commission was established by the Political Parties, Elections and Referendums Act 2000 (c. 41). The functions of the Secretary of State, under sections 13 to 15 and 17 of the Local Government Act 1992, to the extent that they relate to electoral arrangements within the meaning of that Act, were transferred with modifications to the Electoral Commission on 1st April 2002 (S.I. 2001/3962).
The non-metropolitan district of Redcar and Cleveland has the status of a borough.

See the Borough of Langbaurgh (Electoral Arrangements) Order 1991 (S.I. 1991/720). The name of the borough was changed from Langbaurgh to Langbaurgh-on-Tees on 1st January 1988, following a resolution of Langbaurgh Borough Council. The name of the borough was changed from Langbaurgh-on-Tees to Redcar and Cleveland on 1st April 1996 by the Cleveland (Structural Change) Order 1995 (S.I. 1995/187).

S.I. 1991/720. Article 8 of the Borough of Langbaurgh (Electoral Arrangements) Order 1975 (S.I. 1975/1917), which provides for the borough electoral cycle, remains in force. Article 8 of S.I. 1975/1917 makes provision in respect of the borough electoral cycle. S.I. 1975/1917 is not affected by this Order.
