CHANGES IN LOCAL GOVERNMENT AREAS

The Lambeth, Merton and Wandsworth (London Borough Boundaries) Order 1993

The Secretary of State, in exercise of his powers under sections 51(2) and 67(4) of the Local Government Act 1972(1) and of all other powers enabling him in that behalf, hereby makes the following Order which gives effect, with modifications, to proposals submitted to him under sections 47, 48(1) and 51(1) of that Act, more than six weeks before the making of this Order, by the Local Government Boundary Commission for England:

Citation and commencement

1.—(1) This Order may be cited as the Lambeth, Merton and Wandsworth (London Borough Boundaries) Order 1993.

(2) This Order shall come into force on 1st December 1993 for any purpose set out in regulation 4(1) of the Local Government Area Changes Regulations 1976(2).

(3) For all other purposes, this Order shall come into force on 1st April 1994.

Interpretation

2.  In this Order—

any reference to Lambeth, to Merton or to Wandsworth is a reference to the London borough of that name; “the map” means one or more of the 16 maps prepared by the Department of the Environment, marked “Maps of the Lambeth, Merton and Wandsworth (London Borough Boundaries) Order 1993”, and deposited in accordance with regulation 5 of the Local Government Area Changes Regulations 1976; andany reference to a ward is a reference to a ward of the London borough from or to which an area is transferred(3).

Transfers between Lambeth and Merton

3.—(1) The areas which are marked A on map 8 and B and C on map 10 shall be transferred from Lambeth, and from the Streatham South ward to Merton, to the Longthornton ward, and to the Merton petty sessional area and the Inner West London coroner’s district.

(2) The areas which are marked A on map 9 and A and D on map 10 shall be transferred from Merton, and from the Longthornton ward to Lambeth, to the Streatham South ward, and to the South Central petty sessional area and the Inner South London coroner’s district.

Transfers between Lambeth and Wandsworth

4.—(1) Each area which is marked as shown in column 1 of the following Table on the map indicated in column 2 shall be transferred from Lambeth, and from the ward named in column 3 to Wandsworth, to the ward named in column 4, and to the South Western petty sessional area and the Inner West London coroner’s district.

Transfers between Merton and Wandsworth

5.—(1) Each area which is marked as shown in column 1 of the following Table on the map indicated in column 2 shall be transferred from Merton, and from the ward named in column 3 to Wandsworth, to the ward named in column 4, and to the South Western petty sessional area.

Town and country planning

6.—(1) In this article, “provision” means a provision of a development plan (as defined in section 336(1) of the Town and Country Planning Act 1990(4)).

(2) Any provision applying to an area transferred by this Order shall continue to apply to that area, notwithstanding the transfer, until replaced by a provision which so applies, and which is expressed to supersede the preserved provision.

Explanatory Note

(This note is not part of the Order)

This Order makes changes in the boundary between the following London boroughs—

(a)Lambeth and Merton;

(b)Lambeth and Wandsworth; and

(c)Merton and Wandsworth.

The map and table forming part of this Note give a general guide to the areas affected, and their size and population (in total). For full details of the transfers made, the order maps (described in article 2) should be inspected. Any person may inspect them at any reasonable time at the offices of the council for each London borough affected, and also at the offices of the Secretary of State for the Environment located in 2, Marsham Street, London SW1P 3EB.

Consequential changes are made to local government electoral areas, petty sessional areas and coroners' districts. No parishes are affected. The Local Government Area Changes Regulations 1976 (S.I. 1976/246, amended by S.I. 1978/247) contain general provisions regarding the effect of orders such as this one.

Transfer to unite Carey Gardens Estate in Wandsworth. Transfer to unite Pensbury Street and Pensbury Place in Lambeth. Realignments in the vicinity of Portslade Road/Amesbury Tower/Welford Court/St. Rule Street to unite Heathbrook Park in Wandsworth and the Westbury Estate in Lambeth. Transfer of No.s 1 to 13, Lavender Hill (located at the Cedar Road junction with the Hill) to Wandsworth. Transfers to unite Tooting Bec Common in Wandsworth, involving transfer of large areas south of Emmanuel Road and north of Tooting Bec Road.
MERTON AND WANDSWORTH Article 5 Transferred from Merton— Area: 5 hectares Population: Nil Transferred to Merton— Area: 5.5 hectares Population: 4Transfer to unite Wimbledon Stadium and surrounding land in Merton. Transfer of Longley Road Baptist Church and area of railway embankment to Wandsworth. Transfer to Wandsworth of carton factory and parts of properties in Riverside Road. Transfer of electricity substation at Kenlor Road to Wandsworth. Realignment to unite railway embankment to the east of Besley Street in Merton. Realignment to centre of Mitcham Road between Tooting Station and Mitcham Road Police Station. Realignments to clearer boundary at Seeley Road. Realignment to follow western side of Summerstown, then, south of Wimbledon Road, the line of Mead Path. Minor realignments to centre of River Graveney between Seeley Road/Southcroft Road and the railway line south of Fallsbrook Road. Realignments—
  • in vicinity of River Wandle at Haslemere Avenue/Trewint Street/rifle ranges and allotment gardens/public waste disposal site;

  • Revelstoke Road/Ravensbury Road; and

  • Queensmere Road/Bathgate Road between Wimbledon Park Side and Victoria Drive.
