The Minister of Agriculture, Fisheries and Food, the Secretary of State for Health, and the Secretary of State for Wales, acting jointly, in exercise of the powers conferred on them by section 60(3) of the Food Safety Act 1990 (1), hereby make the following Order:
1. This Order may be cited as the Food Safety Act 1990 (Commencement No. 3) Order 1992.
2. Section 59(4) of the Food Safety Act 1990 shall come into force on 3 April 1992 insofar as it relates to the repeals in Schedule 5 to the Act of sections 16 to 20, Part IV, section 92 (insofar as it relates to section 16(2)) and section 93 (insofar as it relates to section 18(4)) of the Food Act 1984 (2).

This Order will bring into force on 3 April 1992 section 59(4) of the Food Safety Act 1990, to the extent that it is not already in force as a result of previous commencement Orders or section 60(2) of the Act. This is the only section of the Act which will not be fully in force on 1 April 1992.
The repeals to which this Order relates are those of provisions in the Food Act 1984 about the registration of food hawkers and food businesses.
Article 2 of the Food Safety Act 1990 (Commencement No. 2) Order 1990 provides that section 54, and section 59(4) so far as it relates to the repeal of section 13 of the Food Act 1984 for the purposes of regulation 3(b) of the Food Hygiene (Amendment) Regulations 1990, are to come into force upon 1 April 1992.
1990 c. 16. Section 4(1) provides a definition of “the Ministers” relevant to the powers being exercised in the making of this Order.
