The Secretary of State, in exercise of the powers conferred by section 103(1) of the Control of Pollution Act 1974(1) and of all other powers enabling him in that behalf, hereby makes the following Regulations:
1. These Regulations may be cited as the Clean Air (Units of Measurement) Regulations 1992 and shall come into force on 5th February 1992.
2.—(1) The Clean Air Act 1956(2) shall be amended as follows.
(2) In section 3(4) for “fifty-five thousand or more British thermal units per hour” substitute “16.12 kilowatts or more”.
(3) In section 6(1) (b) for “one ton” substitute “1.02 tonnes”.
(4) In section 7(1) (b) for “100 pounds” substitute “45.4 kilograms”.
(5) In section 7(1) (c) for “1¼ million or more British thermal units an hour” substitute “366.4 kilowatts or more”.
3.—(1) The Clean Air Act 1968(3) shall be amended as follows.
(2) In section 2(5) for “55,000 British thermal units per hour” substitute “16.12 kilowatts”.
(3) In section 3(1) (b) for “100 pounds” substitute “45.4 kilograms”.
(4) In section 3(1) (c) for “1¼ million or more British thermal units an hour” substitute “366.4 kilowatts or more”.
(5) In section 5(3) (a) for “one ton” substitute “1.02 tonnes”.
(6) In section 5(3) (b) for “28 million British thermal units an hour” substitute “8.21 Megawatts”.

In order to comply with Council Directive 80/181/EEC (OJ No. L39, 15.2.80, p.40) these Regulations amend the Clean Air Act 1956 and the Clean Air Act 1968 to substitute amounts or quantities expressed in metric units for amounts or quantities not so expressed.
