The Welsh Ministers make the following Order in exercise of the powers conferred by section 91(1) of the Agricultural Holdings Act 1986(1).
In accordance with that provision, the Welsh Ministers have consulted such bodies of persons as appear to the Welsh Ministers to represent the interests of landlords and tenants of agricultural holdings.
In accordance with section 94(4) of the Agricultural Holdings Act 1986, a draft of this Order has been laid before and approved by a resolution of the National Assembly for Wales.

1986 c. 5; section 96(1) defines “the Minister” in relation to Wales as the Secretary of State. Functions of the Minister under the Act are now exercisable by the Welsh Ministers (in relation to Wales) by virtue of the National Assembly for Wales (Transfer of Functions) Order 1999 (S.I. 1999/672), and section 162 of, and paragraph 30 of Schedule 11 to, the Government of Wales Act 2006 (c. 32).
