Mae Gweinidogion Cymru, drwy arfer y pwerau a roddwyd gan adran 199(2) o Ddeddf Gwasanaethau Cymdeithasol a Llesiant (Cymru) 2014(1), yn gwneud y Gorchymyn a ganlyn:
Enwi a dehongli
1.—(1) Enw’r Gorchymyn hwn yw Gorchymyn Deddf Gwasanaethau Cymdeithasol a Llesiant (Cymru) 2014 (Cychwyn Rhif 2) 2015.
(2) Yn y Gorchymyn hwn, ystyr “y Ddeddf” (“the Act”) yw Deddf Gwasanaethau Cymdeithasol a Llesiant (Cymru) 2014.
Y darpariaethau sy’n dod i rym ar 21 Hydref 2015
2. Y diwrnod penodedig i’r darpariaethau a ganlyn o’r Ddeddf ddod i rym yw 21 Hydref 2015—
(a)adran 132 (Y Bwrdd Diogelu Annibynnol Cenedlaethol); a
(b)adran 133 (Rheoliadau am y Bwrdd Cenedlaethol).

NODYN ESBONIADOL
(Nid yw’r nodyn hwn yn rhan o’r Gorchymyn)
Hwn yw’r ail Orchymyn Cychwyn a wnaed gan Weinidogion Cymru o dan Ddeddf Gwasanaethau Cymdeithasol a Llesiant (Cymru) 2014 (“y Ddeddf”).
Mae erthygl 2 o’r Gorchymyn hwn yn darparu mai 21 Hydref 2015 yw’r diwrnod penodedig ar gyfer dod ag adrannau 132 a 133 o’r Ddeddf i rym.
Mae adran 132 yn sefydlu’r Bwrdd Diogelu Annibynnol Cenedlaethol (“y Bwrdd Cenedlaethol”) ac yn nodi dyletswyddau a swyddogaethau’r Bwrdd hwnnw.
Mae adran 133 yn rhoi’r pŵer i wneud rheoliadau sy’n caniatáu i ddarpariaeth bellach gael ei gwneud ynghylch y Bwrdd Cenedlaethol.
