Mae Gweinidogion Cymru, drwy arfer y pwerau a freiniwyd ynddynt(1) gan adran 250(2)(a) o Ddeddf Tai 2004(2) ac Atodlen 13 i'r Ddeddf honno, yn gwneud y Rheoliadau canlynol.
Yn unol â pharagraff 24 o Atodlen 7 i Ddeddf Tribiwnlysoedd, Llysoedd a Gorfodi 2007(3) mae Gweinidogion Cymru wedi ymgynghori â'r Cyngor Cyfiawnder Gweinyddol a Thribiwnlysoedd.
