Gwneir y Gorchymyn hwn gan Weinidogion Cymru drwy arfer y pŵer a roddwyd i Gynulliad Cenedlaethol Cymru gan baragraff 8(1) o Atodlen 8 a pharagraff 3(1) o Atodlen 10 i Ddeddf Rheoli Traffig 2004(1) ac a freiniwyd bellach ynddynt hwy(2).
Mae Cyngor Bwrdeistref Sirol Rhondda Cynon Taf wedi gwneud cais i Weinidogion Cymru i Orchymyn gael ei wneud o dan y pwerau hyn mewn perthynas â rhan o'i ardal.
Mae Gweinidogion Cymru wedi ymgynghori â phrif swyddog Heddlu De Cymru yn unol â gofynion paragraff 8(3) o Atodlen 8 a pharagraff 3(4) o Atodlen 10 i Ddeddf Rheoli Traffig 2004.

Cafodd swyddogaethau Cynulliad Cenedlaethol Cymru o dan Ddeddf Rheoli Traffig 2004 eu trosglwyddo i Weinidogion Cymru yn rhinwedd adran 162 o Ddeddf Llywodraeth Cymru 2006 (2006 p.32) a pharagraff 30 o Atodlen 11 iddi. Yn rhinwedd adran 92 o Ddeddf Rheoli Traffig 2004, dynodwyd Cynulliad Cenedlaethol Cymru yn awdurdod cenedlaethol priodol o ran Cymru, at ddibenion Rhan 6 o'r Ddeddf honno.
