Mae'r Rheoliadau hyn, sy'n dod i rym ar 1 Ebrill 2008, yn diwygio Rheoliadau Cwotâu Cynnyrch Llaeth (Cymru) (Diwygio) 2005, O.S 2005/537 (Cy.47) (“Rheoliadau 2005”).

Mae Rheoliadau 2005 yn rhoi ar waith Reoliad y Cyngor (EC) Rhif 1788/2003 sy'n sefydlu ardoll yn y sector llaeth a chynhyrchion llaeth (OJ Rhif L270, 21.10.2003, t. 123) a Rheoliad y Comisiwn (EC) Rhif 595/2004 sy'n gosod rheolau manwl ar gyfer cymhwyso Rheoliad y Cyngor (EC) Rhif 1788/2003 sy'n sefydlu ardoll yn y sector llaeth a chynhyrchion llaeth (OJ Rhif L94, 31.3.2004, t. 22).

Diddymir Rheoliad y Cyngor (EC) Rhif 1788/2003 ar 1 Ebrill 2008 a chymerir ei le gan Erthyglau 55(1)(a) a 55(2), i'r graddau y mae'n ymwneud â llaeth a chynhyrchion llaeth eraill, ac Adran III o Bennod III o Ran II (Erthyglau 65 i 84) o Reoliad y Cyngor (EC) Rhif 1234/2007 sy'n sefydlu cyd-drefniadaeth o farchnadoedd amaethyddol ac ar ddarpariaethau penodol ar gyfer cynhyrchion amaethyddol gosodedig (Rheoliad Sengl Trefniadaeth Marchnad Gyffredin (CMO)) (OJ Rhif 16.11.2007, t. 1).

Mae'r Rheoliadau hyn yn gosod yn lle'r cyfeiriadau yn Rheoliadau 2005 at ddarpariaethau Rheoliad y Cyngor (EC) Rhif 1788/2003 y cyfeiriadau cyfatebol at ddarpariaethau Rheoliad y Cyngor (EC) Rhif 1234/2007. Mae'r Rheoliadau hyn hefyd yn ail-ddeddfu'r diffiniadau yn rheoliad 2(1) o Reoliadau 2005 ac yn ychwanegu rheoliad 2(1A) newydd sy'n darparu bod y cyfeiriadau at ddarpariaethau gosodedig yn Rheoliad y Cyngor (EC) Rhif 1234/2007 a chyfeiriadau at Reoliad y Comisiwn (EC) Rhif 595/2004 yn gyfeiriadau at y darpariaethau hynny ac at y Rheoliad Comisiwn hwnnw fel y'i diwygiwyd o bryd i'w gilydd.
