Mae Cynulliad Cenedlaethol Cymru yn gwneud y Rheoliadau canlynol drwy arfer y pwerau a roddwyd gan adrannau 66(1), 68(1), 69(1), 74A ac 84 o Ddeddf Amaethyddiaeth 1970(1).

I'r graddau na ellir gwneud y Rheoliadau hyn o dan y pwerau yn y Ddeddf Amaethyddiaeth a bennir uchod, mae Cynulliad Cenedlaethol Cymru'n gwneud y Rheoliadau hyn yn rhinwedd y ffaith iddo gael ei ddynodi at ddibenion adran 2(2) o Ddeddf y Cymunedau Ewropeaidd 1972(2) o ran mesurau ym maes milfeddygaeth i ddiogelu iechyd y cyhoedd(3).

Bu ymgynghori yn ystod paratoi'r Rheoliadau hyn yn unol â gofynion adran 84(1) o Deddf Amaethyddiaeth 1970 neu fel y bo'n briodol o Erthygl 9 o Reoliad (EC) Rhif 178/2002 Senedd Ewrop a'r Cyngor(4) sy'n pennu egwyddorion a gofynion cyffredinol cyfraith fwyd, yn sefydlu Awdurdod Diogelwch Bwyd Ewropeaidd ac yn pennu gweithdrefnau o ran materion diogelwch bwyd.
