Trosglwyddo eiddo, hawliau a rhwymedigaethau
4.—(1) Ar y dyddiad trosglwyddo, trosglwyddir yr holl eiddo, hawliau a rhwymedigaethau yr oedd gan y Cyngor hawl iddynt neu yr oedd y Cyngor yn ddarostyngedig iddynt yn union cyn y dyddiad trosglwyddo i'r Cynulliad Cenedlaethol.
(2) Bydd tystysgrif a ddyroddir gan y Cynulliad Cenedlaethol bod unrhyw eiddo, hawliau neu rwymedigaethau wedi'u trosglwyddo gan baragraff (1) yn dystiolaeth ddigamsyniol o'r trosglwyddiad.
(3) Nid yw'r cyfeiriad ym mharagraff (1) at hawliau a rhwymedigaethau yn cynnwys hawliau a rhwymedigaethau o dan gontract cyflogaeth a drosglwyddir yn rhinwedd erthygl 3.
(4) Mae i baragraff (1) effaith mewn cysylltiad ag eiddo, hawliau a rhwymedigaethau—
(a)er gwaethaf unrhyw ddarpariaeth (o ba natur bynnag) a fyddai fel arall yn rhwystro eu trosglwyddo, neu'n ei gosbi, neu'n cyfyngu ar eu trosglwyddo ac eithrio drwy'r gorchymyn hwn;
(b)heb fod unrhyw offeryn neu ffurfioldeb arall yn ofynnol.
