Llunio trefniadau ad-dalu
4.—(1) Yn ddarostyngedig i reoliadau 3 a 8, ac i baragraff (2) o'r rheoliad hwn, rhaid i'r trefniadau ad-dalu a fabwysiedir gan awdurdod cael eu llunio fel bod costau gweithredwyr wrth ddarparu consesiynau teithio gorfodol yn cael eu talu drwy'r taliadau a wneir gan yr awdurdod i'r gweithredwyr yn unol ag adran 149(1) o'r Ddeddf.
(2) Ym mharagraff (1) o'r rheoliad hwn, mae cyfeiriad at gostau gweithredwyr wrth ddarparu consesiynau teithio gorfodol yn gyfeiriad at gyfanswm y canlynol —
(a)y refeniw, drwy gyfrwng prisiau tocynnau, y mae'r awdurdod yn cyfrifo bod y gweithredydd wedi mynd hebddynt neu yn amcangyfrif y bydd yn mynd hebddynt yn sgîl darparu'r consesiynau teithio gorfodol o dan sylw, llai unrhyw refeniw ychwanegol o brisiau tocynnau y mae'r awdurdod yn amcangyfrif bod y gweithredydd wedi'i gael neu y bydd yn ei gael am fod y consesiynau hynny ar gael; a
(b)unrhyw gostau sy'n ychwanegol at y costau gweithredu sylfaenol y mae'r awdurdod yn cyfrifo bod y gweithredydd wedi gorfod eu tynnu neu y bydd yn gorfod eu tynnu mewn cysylltiad â darparu consesiynau teithio gorfodol, llai unrhyw ostyngiad yn y costau gweithredu sylfaenol y mae'r awdurdod yn amcangyfrif bod y gweithredydd wedi'i sicrhau neu y bydd yn ei sicrhau am fod y consesiynau hynny ar gael.
