3. Archwiliad tybiedig: Gall awdurdod lleol enwebu hyd at 30% o'i rwydwaith cymwys ar gyfer “archwiliad tybiedig”. Darnau o'r rhwydwaith yw'r rhain y mae'n hysbys ar sail arolygon cynharach neu wybodaeth leol eu bod yn strwythurol gadarn (bydd hyn fel arfer yn awgrymu oes weddilliol o 10 mlynedd o leiaf) a lle byddai'n wastraffus cynnal arolwg defflectograff ar hyn o bryd. Cymerir darnau o'r ffordd sydd ag archwiliad tybiedig i ystyriaeth wrth gyfrifo'r dangosydd perfformiad (gweler uchod) a byddant hefyd yn effeithio ar yr archwiliad lleiaf (gweler Nodyn 2(i) uchod). Dylai'r awdurdodau lleol sy'n dymuno enwebu rhannau o'u rhwydwaith cymwys ar gyfer archwiliad tybiedig bennu'r darnau sydd wedi'u henwebu ganddynt a rhoi sail yr enwebiad (arolwg blaenorol, gwaith cynnal diweddar, etc.).
