The Secretary of State, in exercise of the powers conferred by article 15a(1) of Regulation (EC) 550/2004(1), makes the following Regulations:
1.—(1) These Regulations may be cited as the Air Traffic Management (Regulation (EU) No 716/2014) (Amendment) Regulations 2022 and come into force on 24th March 2022.
(2) These Regulations extend to the United Kingdom.
2. The Annex to Commission Implementing Regulation (EU) No 716/2014 of 27 June 2014 on the establishment of the Pilot Common Project supporting the implementation of the European Air Traffic Management Master Plan(2) is amended in accordance with regulations 3 to 7.
3. In point 1.3, for “1 January 2024” substitute “31 December 2027”.
4. In point 2.3—
(a)in the indent beginning with “Departure Management Synchronised with Pre-departure sequencing”, for “1 January 2021” substitute “31 December 2025”,
(b)in the indent beginning with “Departure Management integrating Surface Management Constraints”, for “1 January 2021” substitute “31 December 2029”,
(c)in the indent beginning with “Time-Based Separation for Final Approach”, for “1 January 2024” substitute “1 January 2025”,
(d)in the indent beginning with “Automated Assistance to Controller for Surface Movement Planned and Routing”, for “1 January 2024” substitute “31 December 2029”, and
(e)in the indent beginning with “Airport Safety Nets”, for “1 January 2021” substitute “31 December 2029”.
5. In point 3.3, in the indent beginning with “FRA”, for “1 January 2022” substitute “31 December 2028”.
6. In point 5.3, for “1 January 2025” substitute “31 December 2025”.
7. In point 6.3, for “1 January 2025” substitute “31 December 2027”.

These Regulations amend Commission Implementing Regulation (EU) No 716/2014 which is part of the retained EU law concerning air traffic management in the United Kingdom.
Regulations 3 to 7 amend the Annex to the Regulation. The implementation and target deployment dates for the following air traffic management systems are amended to accommodate delays arising as a consequence of the spread of the coronavirus disease:
Extended Arrival Management and Performance Based Navigation in the High Density Terminal Manoeuvring Areas,
Departure Management Synchronised with Pre-departure sequencing,
Departure Management integrating Surface Management Constraints,
Time-Based Separation for Final Approach,
Automated Assistance to Controller for Surface Movement Planning and Routing,
Airport Safety Nets,
Free Routing Airspace,
Initial System Wide Information Management, and
Initial Trajectory Information Sharing.
A full impact assessment has not been produced for this instrument, as no significant impact on the private or voluntary sectors is foreseen. An Explanatory Memorandum has been published alongside these Regulations on the UK legislation website, www.legislation.gov.uk.
