(This note is not part of the Regulations)
These Regulations amend the School Governance (Roles, Procedures and Allowances) (England) Regulations 2013 (the “2013 Regulations”), which came into force on 1st September 2013.
The amendment at Regulation 2 re-introduces a requirement that reports or other papers to be considered at meetings of governing bodies and meetings of committees of governing bodies are circulated seven days in advance of such meetings. This requirement was contained in the School Governance (Procedures) (England) Regulations 2003 that were revoked by the 2013 Regulations.
The amendment at Regulation 3 provides that governing bodies may approve alternative arrangements for members of committees of governing bodies to participate or vote at meetings of the committee, including but not limited to by telephone or video conference.
A full regulatory impact assessment has not been produced for this instrument as no impact on the private or voluntary sectors is foreseen since the net impact is to reduce burdens and constraints on governing bodies, and it will not impose any additional cost or increase the workload for schools or local authorities.
2002 c. 32 (“the 2002 Act”). See section 212 of the 2002 Act for the definition of “regulations”. Section 19 of the 2002 Act was amended by section 38 of the Education Act 2011 (c. 21).
