6. The holder of a licence under section 6 of the 1993 Act authorising the promotion of a lottery pursuant to an agreement, entered into between the licencee and the promoters of other lotteries in other countries of the European Union, under which lotteries falling within the agreement share a common game structure and prizes, shall pay —
(a)a first annual fee of £16,000 to the Commission within 12 months after the issue of the licence, and
(b)an annual fee of £16,000 to the Commission before the first anniversary and before each subsequent anniversary of the issue of the licence.
