Calculation of quota
14. The quota shall be calculated as follows: divide the total number of valid voting forms by one more than the number of places to be filled. If the result is not less than 100, ignore the remainder, and add one. If the result is less than 100 continue the division to two decimal places, ignore the remainder, and add 0.01.
