The Secretary of State for the Environment, Transport and the Regions and the Secretary of State for Wales, acting jointly in exercise of the powers conferred by section 1(5) of the Local Authorities (Goods and Services) Act 1970(1), hereby make the following Order:

1970 c. 39. The power conferred on the Minister of Housing and Local Government is exercisable by the Secretary of State: S.I. 1970/1681, and see further S.I. 1997/2971.
