The Secretary of State for the Environment, Transport and the Regions in exercise of powers conferred by sections 6, 7 and 13 of the New Roads and Street Works Act 1991(1) and of all other powers enabling him in that behalf and after complying with section 6(4) of and Schedule 2 to that Act hereby makes the following Order:—
