The Secretary of State, in exercise of the powers conferred on him by section 12(2) of the Local Government (Contracts) Act 1997(1) and of all other powers enabling him in that behalf, hereby makes the following Order:
1. This Order may be cited as the Local Government (Contracts) Act 1997 (Commencement No. 1) Order 1997.
2.—(1) Sections 3(2)(e) and (f) and 3(3) of the Local Government (Contracts) Act 1997, in so far as they confer power on the Secretary of State to make regulations, shall come into force in England and Wales on 1st December 1997.
(2) Sections 2 and 4 to 9 of that Act, and section 3 of that Act except in so far as it is brought into force by paragraph (1), shall come into force in England and Wales on 30th December 1997.

This Order, which extends only to England and Wales, brings into force sections 2 to 9 of the Local Government (Contracts) Act 1997 (“the Act”) which make provision for safeguarding the interests of persons who enter into certain contracts with a local authority.
Article 2(1) of the Order brings into force on 1st December 1997 certain of the powers conferred on the Secretary of State to make regulations under section 3 of the Act. Article 2(2) brings into force on 30th December 1997 the other provisions of section 3 and sections 2 and 4 to 9 of the Act.
