The Secretary of State for Education and Employment, in exercise of the powers conferred on her by section 18(2) of the Health and Safety at Work etc. Act 1974(1) (“the 1974 Act”), and section 1(1) and (4) of the Activity Centres (Young Persons' Safety) Act 1995(2) (“the 1995 Act”) and of all other powers enabling her in that behalf, for the purpose of giving effect to proposals submitted to her by the Health and Safety Commission under section 11(2)(d) of the 1974 Act after the carrying out by the said Commission of consultations in accordance with section 50(3) of the 1974 Act, and after consultation with the said Commission in accordance with section 3(3) of the 1995 Act hereby makes the following Regulations:—

1974 c. 37; section 18 was applied in respect of the enforcement of the Adventure Activities Licensing Regulations 1996 (S.I. 1996/772) by regulation 17 of those Regulations.
