The Secretary of State, in exercise of the powers conferred on him by sections 6(3) and 15(6) of the Local Government Act 1988(1), and of all other powers enabling him in that behalf, hereby makes the following Regulations:
1. These Regulations may be cited as the Local Government Act 1988 (Competition) (Housing Management) (Rossendale) Regulations 1996 and shall come into force on 28th February 1996.
2. In its application to the Rossendale Borough Council regulation 3 of the Local Government Act 1988 (Competition) (Housing Management) (England) Regulations 1994(2) shall have effect as if for the reference to 1st April 1996 there were substituted a reference to 1st December 1996.

Under Part I of the Local Government Act 1988 (competition), work falling within certain defined activities may be carried out by local authorities only if certain conditions are fulfilled. The Local Government Act 1988 (Competition) (Housing Management) (England) Regulations 1994 apply those conditions to work consisting of housing management.
Under the 1994 Regulations the Rossendale Borough Council may not carry out more than 95% of such work proposed to be carried out by them without complying, before 1st April 1996, with those conditions. These Regulations postpone the date for such compliance to 1st December 1996.
1988 c. 9. Section 6 is amended by paragraph 12 of Schedule 1 to the Local Government Act 1992 (c. 19).
