The Secretary of State for Transport as respects England, the Secretary of State for Scotland as respects Scotland and the Secretary of State for Wales as respects Wales, in exercise of powers conferred by section 99(1) of the Road Traffic Regulation Act 1984(1), and after consultation with representative organisations in accordance with section 134(2) of that Act, hereby make the following Regulations:—

1984 c. 27. Section 16A was inserted by section 1 of the Road Traffic Regulation (Special Events) Act 1994 (c. 11).
