In exercise of the powers conferred upon me by sections 101(4A) and (5A) and 142(1) of the Road Traffic Regulation Act 1984(1) and after consultation with representative organisations as required by section 134(2) of that Act, I hereby make the following Regulations:

1984 c. 27; subsections (4A) and (5A) were added to section 101 by section 67 of The Road Traffic Act 1991 (c. 40).
