The Secretary of State for Transport, with the consent of the Treasury in exercise of the powers conferred by sections 56(1) and (2) of the Finance Act 1973(1), and of all other enabling powers, hereby makes the following Regulations:

1.  These Regulations may be cited as the Goods Vehicles (Authorisation of International Journeys) (Fees) (amendment) Regulations 1991 and shall come into force on 13th December 1991.

2.  The Goods Vehicles (Authorisation of International Journeys) (Fees) Regulations 1983(2) shall be amended by the substitution—

(a)in regulation 4 of “£40” for “£80”, “£10” for “£20” and “£5” for “£7”;

(b)in regulation 5 of “£40” for “£80” and “£10” for “£20”;

(c)in regulation 6 of “£20” for “£40” and “£5” for “£10”;

(d)in regulation 8 of “£5” for “£25”.

Explanatory Note

(This note is not part of the Regulations)

These Regulations amend the Goods Vehicles (Authorisation of International Journeys) (Fees) Regulations 1983 as previously amended by the Goods Vehicles (Authorisation of International Journeys) (Fees) (Amendment) Regulations 1987, the Goods Vehicles (Authorisation of International Journeys) (Fees) (amendment) Regulations 1990. The effect of the amendments is to reduce the fees payable on the issue of certain authorisations, licences and permits required for international road haulage journeys as follows—

Valid for a period of one yearValid for a period of less than one year
Community authorisationA decrease from £80 to £40If the permit is valid for a period of less than one year but more than thorty days, a decrease from £20 to £10 for each period of three months of part thereof for which it is valid. If the permit is valid for a period of thirty days a decrease from £7 to £5.
E.C.M.T. licenceA decrease from £80 to £40A decrease from £20 to £10 for each period of three months or part thereof for which it is valid.
Period permitA decrease from £40 to £20A decrease from £10 to £5 for each period of three months or part thereof for which it is valid.
In addition the fee for a Community removals authorisation is reduced from £25 to £5.
