Yn unol ag adran 36A(7) o Ddeddf Cynrychiolaeth y Bobl 1983, mae Gweinidogion Cymru wedi ymgynghori â’r personau hynny yr oeddent o’r farn eu bod yn briodol.
Yn unol ag adran 36A(10) o Ddeddf Cynrychiolaeth y Bobl 1983, gosodwyd drafft o’r offeryn hwn gerbron Senedd Cymru ac fe’i cymeradwywyd ganddi drwy benderfyniad(3).
