Mae’r Rheoliadau hyn, a wnaed o dan Atodlen 1 i Ddeddf Iechyd 2006, yn cynnwys darpariaethau sy’n ymwneud â throseddau o dan adran 91(1) o Ddeddf Plant a Theuluoedd 2014.
Mae rheoliad 2 yn darparu bod modd defnyddio’r ffurflen Hysbysiad Cosb yn yr Atodlen i’r Rheoliadau hyn pan honnir bod oedolyn wedi cyflawni’r drosedd o brynu tybaco, papurau sigaréts neu gynnyrch nicotin perthnasol ar ran person o dan 18 oed.
Ystyriwyd Cod Ymarfer Gweinidogion Cymru ar gynnal Asesiadau Effaith Rheoleiddiol mewn perthynas â’r Rheoliadau hyn. O ganlyniad, ystyriwyd nad oedd yn angenrheidiol cynnal asesiad effaith rheoleiddiol o’r costau a’r manteision sy’n debygol o ddeillio o gydymffurfio â’r Rheoliadau hyn.
