Mae Gweinidogion Cymru, drwy arfer y pwerau a roddwyd i’r Ysgrifennydd Gwladol gan adran 17(2) a (3) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 ac a freiniwyd bellach ynddynt hwy(1), ac ar ôl ymgynghori ag unrhyw gyrff cynrychioliadol y tybiwyd eu bod yn briodol yn unol ag adran 134(2) o’r Ddeddf honno(2), yn gwneud y Rheoliadau a ganlyn.
