Yn dod i rym yn unol â rheoliad 3
Mae Gweinidogion Cymru wedi'u dynodi(1) at ddibenion adran 2(2) o Ddeddf y Cymunedau Ewropeaidd 1972 (2) mewn perthynas â materion sy'n ymwneud â diogelu dyfroedd rhag y llygredd a achosir gan nitradau o ffynonellau amaethyddol. Drwy arfer y pwerau a roddwyd iddynt gan yr adran honno, a pharagraff 1A o Atodlen 2 i Ddeddf y Cymunedau Ewropeaidd 1972, mae Gweinidogion Cymru yn gwneud y Rheoliadau a ganlyn.
Mae'r rheoliadau hyn yn darparu ar gyfer diben y cyfeirir ato yn adran 2(2) o Ddeddf y Cymunedau Ewropeaidd 1972 ac y mae'n ymddangos yn hwylus i Weinidogion Cymru ddehongli cyfeiriadau at offerynnau'r Gymuned Ewropeaidd yn y Rheoliadau hyn fel cyfeiriadau at yr offerynnau hynny fel y'u diwygir o bryd i'w gilydd.
