Yr awdurdod cymwys
20.—(1) Y Cynulliad Cenedlaethol yw'r awdurdod cymwys at ddibenion rhoi neu ddyroddi—
(a)awdurdodiadau i gludwyr yn unol ag Erthyglau 10, 11 a 13 o Reoliad y Cyngor (EC) Rhif 1/2005;
(b)tystysgrifau hyfedredd yn unol ag Erthygl 17(2) o'r Rheoliad hwnnw;
(c)tystysgrifau cymeradwyo cyfryngau cludo ar y ffordd yn unol ag Erthygl 18(1) o'r Rheoliad hwnnw;
(ch)tystysgrifau cymeradwyo llestri da byw yn unol ag Erthygl 19(1) o'r Rheoliad hwnnw.
(2) At ddibenion y Rheoliad hwnnw, y Cynulliad Cenedlaethol yw'r awdurdod cymwys ar gyfer—
(a)cael hysbysiadau o newidiadau sy'n ymwneud ag awdurdodiadau yn unol ag Erthygl 6(2);
(b)derbyn dogfennau yn unol ag Erthygl 6(5), (8) a (9) a phwynt 3(b) o Atodiad II;
(c)gwirio ac arolygu logiau teithio yn unol ag Erthygl 14(1) ac ail baragraff pwynt 5 o Atodiad II;
(ch)cyflawni gwiriadau sy'n ymwneud â theithiau hir yn unol ag Erthygl 15;
(d)cofnodi gwybodaeth ynglyn â llestri da byw yn unol ag Erthygl 19(3) a (4);
(dd)arolygu llestri da byw yn unol ag Erthygl 20;
(e)ei gwneud yn ofynnol i gamau gael eu cymryd, os na fydd cludwyr yn cydymffurfio, yn unol ag Erthygl 23;
(f)cael hysbysiadau gan awdurdodau cymwys eraill o fethiant â chydymffurfio, yn unol ag Erthygl 26(2) a (3);
(ff)cymryd camau, os bydd toriadau, yn unol ag Erthygl 26;
(g)arolygu anifeiliaid, cyfryngau cludo a'r ddogfennaeth sy'n mynd gyda hwy yn unol ag Erthygl 27(1);
(ng)cymeradwyo cymdeithasau dosbarthu yn unol â phwynt 1 Pennod IV o Atodiad I.
(3) Y Cynulliad Cenedlaethol yw'r awdurdod cymwys at ddibenion—
(a)rhoi neu ddyroddi cymeradwyaethau yn unol ag Erthyglau 3 a 4(2) o Reoliad y Cyngor (EC) Rhif 1255/97;
(b)derbyn gwybodaeth am anifeiliaid, sy'n pasio drwy safle rheoli, yn unol ag Erthygl 5(h) ac (i) o'r Rheoliad hwnnw.
(4) Y Cynulliad Cenedlaethol sy'n gyfrifol am arfer swyddogaethau Aelod-wladwriaeth at ddibenion—
(a)Rheoliad y Cyngor (EC) Rhif 1/2005;
(b)Rheoliad y Cyngor (EC) Rhif 1255/97,
ac am ddynodi cyrff yn unol ag Erthyglau 17(2), 18(1) a 19(1) o Reoliad y Cyngor (EC) Rhif 1/2005.
