35.—(1) Bydd y Gorchymyn hwn yn cael ei orfodi gan yr awdurdod lleol.
(2) Gall Cynulliad Cenedlaethol Cymru roi cyfarwyddyd, mewn perthynas ag achosion o ddisgrifiad arbennig neu achos arbennig, y bydd unrhyw ddyletswydd a roddir ar awdurdod lleol o dan baragraff (1) yn cael ei chyflawni gan Gynulliad Cenedlaethol Cymru ac nid gan yr awdurdod lleol.
