Mae'r Gorchymyn hwn yn dynodi Sir Ddinbych yn ardal barcio a ganiateir yn ogystal ag ardal barcio arbennig yn unol ag Atodlen 3 i Ddeddf Traffig Ffyrdd 1991 ac mae'n cymhwyso gydag addasiadau ddarpariaethau penodedig Rhan II o'r Ddeddf honno i'r ardal a ddynodir (y cyfeirir ati yn y Gorchymyn fel “yr ardal barcio”). Mae'r Gorchymyn hefyd yn addasu Deddf Rheoleiddio Traffig Ffyrdd 1984 mewn perthynas â'r ardal honno (Atodlen 2).
