The Secretary of State has received an application to authorise the Great Place (England) joint scheme by the bodies proposing to participate in that scheme, namely the Arts Council of England and the Trustees of the National Heritage Memorial Fund.

The Secretary of State, in exercise of the powers conferred by paragraphs 2(1) and 3 of Schedule 3A to the National Lottery etc. Act 1993(1), makes the following Order:

Citation, commencement and application

1.—(1) This Order may be cited as the Great Place (England) Joint Scheme (Authorisation) Order 2017 and comes into force on 7th March 2017.

(2) This Order applies in relation to England only.

Authorisation of the joint scheme

2.—(1) The Secretary of State authorises the Great Place (England) joint scheme contained in the agreement between the Arts Council of England and the Trustees of the National Heritage Memorial Fund dated 12th January 2017(2).

(2) The Schedule to this Order (which contains the particulars specified in paragraph 3 of Schedule 3A to the National Lottery etc. Act 1993) has effect.

SCHEDULEParticulars of the joint scheme

1.  The nature and purposes of the Great Place (England) joint scheme (“the Joint Scheme”) is to make grants to non-profit making organisations, working in partnership with others, to support the delivery of projects which have a commitment to embed arts, culture and heritage in local plans and decision making. The Joint Scheme will fund activities across England, including in at least four rural areas.

2.  The Joint Scheme applies to England only.

3.  The maximum amount of money which may be distributed under section 25(1) of the National Lottery etc. Act 1993 (“the Act”) in any year under the Joint Scheme is £20,000,000 (twenty million pounds).

4.  The bodies participating in the Joint Scheme are the Arts Council of England and the Trustees of the National Heritage Memorial Fund.

5.  The money to be distributed under section 25(1) of the Act under the Joint Scheme is attributable to the participating bodies in equal proportions.

6.  The Joint Scheme will have effect until 31st December 2020.

EXPLANATORY NOTE

(This note is not part of the Order)

This Order authorises the Great Place (England) joint scheme between the Arts Council of England and the Trustees of the National Heritage Memorial Fund until 31st December 2020 (“the Joint Scheme”).

The Schedule to the Order sets out the particulars specified in paragraph 3 of Schedule 3A to the National Lottery etc. Act 1993 in respect of the Joint Scheme. Paragraph 3 of the Schedule to this Order provides that the maximum amount of money which may be distributed under the Joint Scheme in any year is £20 million. Paragraph 5 of the Schedule to this Order provides that the proportion of money which may be distributed under the Joint Scheme by the participating bodies is 50 per cent each. 1993 c. 39. Schedule 3A was inserted by section 12(3) of, and Schedule 3 to, the National Lottery Act 1998 (c. 22).

Section 25B of, and Schedule 3A to, the National Lottery etc. Act 1993 permits a body which distributes money under section 25(1) of that Act to participate with one or more other such bodies in a joint scheme for the distribution of money under that provision. The Arts Council of England and the Trustees of the National Heritage Memorial Fund are specified as distributing bodies in section 23 of that Act. Distributing bodies wishing to participate in a joint scheme must apply to the Secretary of State for authorisation or approval. Section 25B was inserted by section 12(1) of the National Lottery Act 1998.
