The Secretary of State makes the following Regulations in exercise of the powers conferred by sections 45B and 45P(2) of the Public Health (Control of Disease) Act 1984(1).
1.—(1) These Regulations may be cited as the Health Protection (Coronavirus, International Travel and Operator Liability) (England) (Amendment) (No. 17) (Amendment) Regulations 2021.
(2) These Regulations come into force at 03.59 a.m. on 1st November 2021.
(3) These Regulations extend to England and Wales, and apply in relation to England only.
(4) In these Regulations, “the No. 17 Regulations” means the Health Protection (Coronavirus, International Travel and Operator Liability) (England) (Amendment) (No. 17) Regulations 2021(2).
2.—(1) Regulation 5 (amendment of regulation 3A) is amended as follows.
(2) In paragraph (3), in the appropriate places in the alphabetical order insert—
“Lesotho”;
“Peru”;
“Rwanda”;
“Seychelles”;
“Sierra Leone”;
“Sri Lanka”;
“Suriname”;
“Tanzania”;
“Trinidad and Tobago”;
“Tunisia”;
“Uganda”;
“Uruguay”.

These Regulations amend regulation 5(3) of the Health Protection (Coronavirus, International Travel and Operator Liability) (England) (Amendment) (No. 17) Regulations 2021 (S.I. 2021/1210).
Regulation 2 adds to the list of countries and territories set out in regulation 5(3), which adds to the list of countries and territories which are “relevant countries”. People who have certification issued by relevant countries can count as “eligible travellers” for the purposes of the Health Protection (Coronavirus, International Travel and Operator Liability) (England) Regulations 2021 (S.I. 2021/582).
