13(1)The Council may authorise the chairing member or any committee established under paragraph 12 to exercise such of its functions as it may determine.E+W
(2)Sub-paragraph (1) does not affect the Council's—
(a)responsibility for the exercise of delegated functions, or
(b)ability to exercise delegated functions.
