“(4)Caiff Gweinidogion Cymru drwy reoliadau bennu amgylchiadau—
(a)pan fo person i’w drin fel person sy’n preswylio fel arfer mewn ardal, neu pan nad yw i’w drin felly;
(b)pan fo preswyliad mewn ardal i’w drin fel preswyliad o ddewis y person ei hun, neu pan nad yw i’w drin felly;
