Pwerau’r is-gadeirydd

12.—(1) Mae’r rheoliad hwn yn gymwys—

(a)os yw’r cadeirydd wedi ei atal dros dro o dan reoliad 9 ac mae aelod nad yw’n swyddog wedi ei benodi i fod yn is-gadeirydd o dan reoliad 11; neu

(b)os yw aelod nad yw’n swyddog wedi ei benodi i fod yn is-gadeirydd o dan reoliad 10 ac—

(i)mae swydd y cadeirydd yn wag am unrhyw reswm; neu

(ii)nid yw’r cadeirydd yn gallu cyflawni dyletswyddau’r cadeirydd oherwydd salwch, absenoldeb neu unrhyw reswm arall.

(2) Pan fo’r rheoliad hwn yn gymwys—

(a)mae’r is-gadeirydd i weithredu fel cadeirydd hyd nes y caiff cadeirydd newydd ei benodi neu hyd nes bod y cadeirydd presennol yn ailafael yn nyletswyddau’r cadeirydd (yn ôl y digwydd); a

(b)mae cyfeiriadau yn Atodlen 2 at y cadeirydd, tra nad oes cadeirydd ar gael i gyflawni dyletswyddau’r cadeirydd, i gael eu cymryd i gynnwys cyfeiriadau at yr is-gadeirydd.
