21.—(1) Ni chaiff neb weithredu llinell gefynnu oni bai—
(a)bod modd lleddfu unrhyw boen, trallod neu ddioddefaint diangen y mae’n ymddangos y dioddefir gan ddofednod sy’n hongian o’r gefynnau, neu dynnu dofednod o’r gefynnau; a
(b)bod cyflymder gweithredu’r llinell gefynnu yn galluogi cyflawni unrhyw weithred neu weithrediad arfaethedig, ar neu mewn perthynas â’r dofednod sy’n hongian o’r llinell gefynnu, heb frysio’n ormodol a chan roi sylw priodol i les y dofednod.
(2) Ni chaiff neb, mewn cysylltiad â stynio neu ladd dofednod, ddefnyddio llinell gefynnu, peiriant neu gyfarpar arall, oni ddefnyddir y cyfryw mewn cysylltiad â stynio neu ladd dofednod o’r math, y maint a’r pwysau y dyluniwyd y llinell gefynnu, y peiriant neu’r cyfarpar arall ar eu cyfer, ac eithrio mewn argyfwng pan ddefnyddir y cyfryw i leddfu dioddefaint.
