2. Daw darpariaethau canlynol y Mesur i rym ar 31 Awst 2011—
(a)adrannau 1 i 3 (arolwg o gynghorwyr ac ymgeiswyr na fu iddynt lwyddo i gael eu hethol yn gynghorwyr);
(b)adran 141 (y Panel);
(c)adran 142 (swyddogaethau sy'n ymwneud â thaliadau i aelodau) i'r graddau y mae'n ymwneud ag adroddiad o dan adran 146;
(ch)adran 143 (swyddogaethau sy'n ymwneud â phensiynau aelodau) i'r graddau y mae'n ymwneud ag adroddiad o dan adran 146;
(d)adran 144 (awdurdodau perthnasol, aelodau etc.);
(dd)adran 145 (adroddiadau blynyddol) i'r graddau y mae'n ymwneud ag adroddiad o dan adran 146;
(e)adran 146 (yr adroddiad blynyddol cyntaf);

(h)adran 152 (rhoi cyhoeddusrwydd i adroddiadau) i'r graddau y mae'n ymwneud ag adroddiad o dan adran 146;
(i)adran 154 (aelodau sy'n dymuno ymwrthod â'u hawl i gael taliadau) i'r graddau y mae'n ymwneud ag adroddiad o dan adran 146;
(j)is-adrannau (2), (3) a (4) o adran 155 (peidio â gwneud taliadau) i'r graddau y maent yn ymwneud ag adroddiad o dan adran 146;
(l)adran 156 (cyfarwyddiadau i gydymffurfio â gofynion) i'r graddau y mae'n ymwneud ag adroddiad o dan adran 146;
