Cynlluniau gweithredu cyfnod byr
21.—(1) Os oes risg y bydd y lefel o sylffwr deuocsid neu nitrogen deuocsid, mewn unrhyw barth, yn croesi un neu fwy o'r trothwyon rhybuddio a osodir yn Atodlen 4, rhaid i Weinidogion Cymru lunio a gweithredu cynllun gweithredu cyfnod byr.
(2) Rhaid i gynllun gweithredu cyfnod byr osod y camau a fwriedir ar gyfer lleihau'r risg o groesi'r trothwyon rhybuddio, neu, os croesir y trothwyon hynny, ar gyfer cwtogi'r amser y pery'r digwyddiad.
(3) Os yw lefel yr osôn, mewn unrhyw barth, yn croesi'r trothwy rhybuddio a osodir yn Atodlen 4 neu os oes risg y bydd yn croesi'r trothwy hwnnw, rhaid i Weinidogion Cymru lunio a gweithredu cynllun gweithredu cyfnod byr gan roi sylw i Benderfyniad 2004/279/EC(1), os ydynt o'r farn ei bod yn rhesymol debygol ei bod yn bosibl lleihau'r risg sy'n deillio o'r cyfryw ddigwyddiad neu leddfu ei ddifrifoldeb neu gwtogi'r amser y mae'n para o ystyried cyflyrau daearyddol, meteorolegol ac economaidd.
(4) At ddibenion paragraff (3), rhaid i'r lefel groesi'r trothwy rhybuddio am dair awr o leiaf yn olynol neu mae'n rhaid rhagfynegi y bydd hynny'n digwydd.
(5) Caniateir llunio hefyd gynlluniau gweithredu cyfnod byr pan fo risg y bydd gwerthoedd yn uwch nag unrhyw un neu ragor o'r gwerthoedd terfyn neu'r gwerthoedd targed a osodir yn Atodlenni 1 a 2.
