Mae'r Rheoliadau hyn, a ddaw i rym ar 31 Mawrth 2007, yn diwygio Rheoliadau Cwotâu Cynnyrch Llaeth (Cymru) 2005 (O.S 2005/537) (Cy.47) (“Rheoliadau 2005”).
Mae Rheoliadau 2005 yn rhoi Rheoliad y Cyngor (EC) Rhif 1788/2003 ar waith sy'n sefydlu ardoll yn y sector llaeth a chynhyrchion llaeth (OJ Rhif L270, 21.10.2003, t. 123) fel y'i diwygiwyd ddiwethaf gan Reoliad y Cyngor (EC) Rhif 1406/2006 (OJ Rhif L265, 26.9.2006, t.8), a Rheoliad y Comisiwn (EC) Rhif 595/2004 sy'n gosod rheolau manwl ar gymhwyso Rheoliad y Cyngor (EC) Rhif 1788/2003 sy'n sefydlu ardoll yn y sector llaeth a chynhyrchion llaeth (OJ Rhif L94, 31.3.2004, t.22) fel y'i diwygiwyd ddiwethaf gan Reoliad y Comisiwn (EC) Rhif 1468/2006 (OJ Rhif L274, 5.10.2006, t.6) (“Rheoliad y Comisiwn”).
Mae rheoliad 2—
(i)yn diweddaru cyfeiriadau ar ddeddfwriaeth y Gymuned.
(ii)yn dileu'r cyfeiriad at asiant deiliad cwota o ran arolygu cofrestrau.
(iii)yn diwygio'r gofyniad i gyflwyno hysbysiad i'r Cynulliad Cenedlaethol, ar drosglwyddo cwota ynghyd â throsglwyddo tir, drwy les ac fel arall, ar ddau ddyddiad gwahanol fel ei bod yn ofynnol i gyflwyno hysbysiad erbyn un dyddiad yn unig, sef 31 Mawrth yn y ddau achos.
(iv)yn diwygio'r dyddiad ar ei ôl y caniateir adennill ardoll heb dalu.
(v)yn diwygio'r weithdrefn cosb weinyddol pan fo crynodebau o ddanfoniadau yn cael eu cyflwyno yn hwyr gan brynwyr llaeth yn unol â newidiadau yn Rheoliad y Comisiwn fel y'i diwygiwyd.
(vi)yn diwygio'r weithdrefn cosb weinyddol pan fo datganiadau o werthiannau uniongyrchol yn cael eu cyflwyno'n hwyr er mwyn dileu'r ddarpariaeth ar atafaelu'r cwota gan fod hyn wedi'i osod allan yn llawn yn Rheoliad y Comisiwn.
(vii)yn diwygio'r gofynion cadw cofnodion ar gyfer gwerthwyr uniongyrchol llaeth a chynhyrchion llaeth.
Mae arfarniad rheoliadol o'r effaith y bydd yr offeryn hwn yn ei chael wedi'i baratoi ac mae copïau ar gael o Gynulliad Cenedlaethol Cymru, Parc Cathays, Caerdydd CF10 3NQ.
