Mae Deddf Llywodraeth Leol 1972 fel y'i diwygiwyd gan Ddeddf Llywodraeth Leol (Cymru) 1994 yn cadw ardaloedd yr wyth Cyngor Sir blaenorol fel “Siroedd Wedi'u Cadw” gan addasu'r ffiniau mewn rhai achosion. Mae'r rhain yn gweithredu at ddibenion cyfyngedig mewn materion megis Arglwydd Raglawiaid a Siryfion.
Adroddodd Comisiwn Ffiniau Llywodraeth Leol Cymru yn ei 'Arolwg o'r Siroedd Cadwedig' (dyddiedig Tachwedd 2002) ac argymhellodd dri newid i ffiniau presennol y Siroedd Wedi'u Cadw, un yng Ngogledd Cymru a'r gweddill yn Ne Cymru. Mae'r Gorchymyn hwn yn gwneud yr argymhellion hynny'n weithredol heb addasiad.
Addesir ffin y Siroedd Wedi'u Cadw yng Ngogledd Cymru rhwng Gwynedd a Chlwyd i gynnwys y cyfan o Gonwy yn Sir Clwyd Wedi'i Chadw.
Addesir ffiniau y Siroedd Wedi'u Cadw yn Ne Cymru rhwng Morgannwg Ganol a Gwent a Morgannwg Ganol a De Morgannwg fel a ganlyn.
Addesir y ffin rhwng Morgannwg Ganol a Gwent i gynnwys y cyfan o Gaerffili yn Sir Gwent Wedi'i Chadw.
Addesir ffin y Siroedd Wedi'u Cadw rhwng Morgannwg Ganol a De Morgannwg i adlewyrchu'r newidiadau a wnaed gan y Gorchymyn i'r ffin rhwng Bwrdeistref Sirol Rhondda Cynon Tâf a Bwrdeistref Sirol Bro Morgannwg yn ardal Llanhari a Phenllyn (Gorchymyn Rhondda Cynon Tâf a Bro Morgannwg (Llanhari, Pont-y-clun, Penllyn, Llanddunwyd a Phendeulwyn) 2002 O.S. Rhif 654 (Cy.70)) a ddaeth i rym ar 6 Ebrill 2002.
