Nodyn Esboniadol

(Nid yw'r nodyn hwn yn rhan o'r Rheoliadau)

Mae'r rheoliadau hyn, sy'n gymwys i Gymru, yn gweithredu Cyfarwyddeb y Cyngor 2001/110/EC ynghylch mêl (OJ Rhif L10, 12.1.2002, t.48). Maent yn dirymu ac yn disodli Rheoliadau Mêl 1976, fel y'u diwygiwyd, mewn perthynas â Chymru.

Mae'r Rheoliadau—

(a)yn pennu diffiniadau a disgrifiadau neilltuedig ar gyfer rhai cynhyrchion mêl (rheoliad 2 ac Atodlenni 1 a 2);

(b)yn cyfyngu ar y defnydd o ddisgrifiadau neilltuedig i'r cynhyrchion mêl penodol y maent yn ymwneud â hwy (rheoliad 3);

(c)yn pennu gofynion labelu ar gyfer y cynhyrchion hynny(rheoliad 4, 5 a 6);

(ch)yn pennu cosb, awdurdodau gorfodi lleol ac, yn unol ag Erthyglau 2 a 3 o Gyfarwyddeb y Cyngor 89/397/EEC ar reolaeth swyddogol ar fwydydd (OJ Rhif L186, 30.6.89, t.23) amddiffyniad mewn perthynas ag allforion (rheoliadau 7 ac 8);

(d)yn cymhwyso darpariaethau amrywiol Deddf Diogelwch Bwyd 1990 (rheoliad 9);

(dd)yn dirymu'r Rheoliadau blaenorol ac yn gwneud diwygiadau canlyniadol a darpariaethau trosiannol (rheoliadau 10 ac 11).

Mae arfarniad rheoliadol wedi'i baratoi yn unol ag adran 65 o Ddeddf Llywodraeth Cymru 1998 a'i osod yn Llyfrgell Cynulliad Cenedlaethol Cymru, ynghyd â Nodyn Trosi sy'n nodi sut y mae prif elfennau'r ddeddfwriaeth Ewropeaidd y cyfeirir ati uchod wedi'u trawsosod yn y Rheoliadau hyn. Gellir cael copïau oddi wrth yr Asiantaeth Safonau Bwyd, Llawr 11, Southgate House, Caerdydd CF10 1EW.
