Mae Cynulliad Cenedlaethol Cymru yn gwneud y Gorchymyn canlynol drwy arfer y pŵer a roddwyd i'r Ysgrifennydd Gwladol gan baragraff 2(3)(b) o Atodlen 6 i Ddeddf Cyllid Llywodraeth Leol 1988(1) sydd wedi'i freinio bellach yng Nghynulliad Cenedlaethol Cymru i'r graddau y mae'n arferadwy yng Nghymru(2).
Enwi, cychwyn a chymhwyso
1.—(1) Enw'r Gorchymyn hwn yw Gorchymyn y Rhestrau Ardrethu (Dyddiad Prisio) (Cymru) 2002 a daw i rym ar 1 Mawrth 2003.
(2) Mae'r Gorchymyn hwn yn gymwys i Gymru yn unig.
Dyddiad prisio
2. 1 Ebrill 2003 yw'r diwrnod a bennir o dan baragraff 2(3)(b) o Atodlen 6 (Prisio ar gyfer ardrethu annomestig) i Ddeddf Cyllid Llywodraeth Leol 1988 fel y diwrnod y mae'n rhaid cyfeirio ato i benderfynu gwerthoedd ardrethol hereditamentau annomestig at ddibenion rhestrau ardrethol annomestig lleol a chanolog sydd i'w llunio ar gyfer Cymru ar 1 Ebrill 2005.
Dirymu
3. Dirymir Gorchymyn y Rhestrau Ardrethu (Dyddiad Prisio) 1998(3) i'r graddau y mae'n berthnasol i Gymru.

Yn rhinwedd adrannau 41(2) a 52(2) o Ddeddf Cyllid Llywodraeth Leol 1988 Rhan III, rhaid i restrau ardrethu annomestig gael eu llunio ar 1 Ebrill ym mhob pumed blwyddyn ar ôl 1990.
At ddibenion llunio rhestr o'r fath mae gwerth ardrethol hereditament annomestig i gael ei benderfynu ar y diwrnod y mae'n rhaid llunio'r rhestr neu ar unrhyw ddiwrnod cyn y diwrnod hwnnw a bennir drwy orchymyn.
Mae'r Gorchymyn hwn yn pennu 1 Ebrill 2003 fel y diwrnod y mae'n rhaid cyfeirio ato i benderfynu gwerth ardrethol hereditament annomestig at ddibenion rhestrau ardrethu annomestig lleol a chanolog sydd i'w llunio ar 1 Ebrill 2005.
