Dyletswydd i sicrhau bod ansawdd aer amgylchynol yn cael ei gwella

4.—(1) Rhaid i'r Cynulliad Cenedlaethol gymryd y mesurau sy'n angenrheidiol i sicrhau ym mhob parth ledled Cymru nad yw crynodiadau'r llygrynnau perthnasol yn yr aer amgylchynol, o'u hasesu yn unol â rheoliadau 5 i 8, yn uwch na'r gwerthoedd terfyn a nodir yn Atodlen 1—

(a)os pennir dyddiad yn yr Atodlen honno mewn perthynas â'r gwerth terfyn ar gyfer y llygryn hwnnw, o'r dyddiad hwnnw ymlaen;

(b)mewn unrhyw achos arall, o'r dyddiad y daw'r Rheoliadau hyn i rym.

(2) Rhaid i'r mesurau a gymerir—

(a)cymryd i ystyriaeth ymagwedd integredig at ddiogelu aer, dŵr a phridd;

(b)peidio â thorri deddfwriaeth y Gymuned ar ddiogelu diogelwch ac iechyd gweithwyr wrth eu gwaith; ac

(c)peidio â dwyn unrhyw effeithiau negyddol arwyddocaol ar yr amgylchedd yn yr Aelod-wladwriaethau eraill.
